You are missing a non-free rationale for that use, see Wikipedia:Non-free use rationale guideline. WP:NFCC#10 requires a rationale for each usage. Werieth (talk) 19:03, 19 August 2013 (UTC)

Just because its uploaded to wikipedia doesnt mean that the file isnt copyrighted. We host a large number of non-free files. At last count just under 500,000 files are hosted by wikipedia and are non-free (screenshots, posters, artwork, book covers, album covers ect) The usage of said materiel is very restricted and must comply with WP:NFC (our policy on non-free media). If you have more questions feel free to ask them, also if someone is citing policy for taking an action and you dont understand it, you should ask, and then understand before reverting. Being involved in an edit war can result in your being blocked from editing—especially if you violate the three-revert rule, which states that an editor must not perform more than three reverts on a single page within a 24-hour period. Undoing another editor's work—whether in whole or in part, whether involving the same or different material each time—counts as a revert. enforcing WP:NFC isnt trolling, I would really avoid making statements like that as they can be taken as a personal attack and wikipedia as a strict policy against that (WP:NPA). I came here from the Help desk, where Andrew has been asking the sort of questions that new users don't ask often enough. I'm sorry to find that relations here are not so good. Could I perhaps ask you both to take a step back?

Andrew, please don't be nearly so confrontational. The trick here is to co-operate with other editors, not raise your hackles. User:Werieth is the answer to your prayers, someone with expert knowledge and long experience in the minefield of copyright and image permissions. He's the person who can tell you for sure which images can be uploaded here or to Commons, and with what licence, rather than just guessing at it as I and some others have been doing. Please understand that copyright infringement puts Wikipedia on the wrong side of the law, so it is taken seriously.

Werieth, pleased to meet you! I don't believe our paths have crossed. Could I ask you for just a shade more tolerance towards someone who, discourtesy aside, appears to be making a genuine effort to understand what can and can't be done here? You'll forgive me for pointing out that it isn't too easy for Andrew to understand what's needed if File:Rasse_und_Seele_title.png and other pages from the same book are apparently in use in Nazi propaganda without a proper fair use rationale; and that once that has been put in place it will probably be possible to use it in Themes in Nazi propaganda also. Andrew would like to upload this image for use in Themes in Nazi propaganda. Can you advise him if that is likely to be possible?

My German isnt the best but I think the image on the second page of http://www.bva.bund.de/nn_2172108/DE/Aufgaben/Abt__III/Staatsangehoerigkeit/Menschenschicksale/Flyer__Ausstellung,templateId=raw,property=publicationFile.pdf/Flyer_Ausstellung.pdf should be freely usable under commons:Commons:Copyright_rules_by_territory#Official_works_2 (publications of the German government) Im not 100% sure on that and you might want to confirm it with someone who speaks German but I think that will suite everyone's needs (free image). I do apologize if I came across that I was personally attacking you Werieth, I did not mean it like that. I just did not understand how I was using it wrongly when it was on a different Wikipedia article to begin with and therefore it surely is okay to use on other Wikipedia articles? That being said it is only a text book and that is why I would like to put forward the picture of the woman pointing towards the board showing the children the differences of races under the Third Reich rule and it goes in perfectly with the "racial pride" section because fundamentally that is what she was doing - teaching the youth about the differences.

I have altered the text I did before to avoid any copyright and now its only the image that needs to hopefully be resolved. http://www.dhm.de/lemo/objekte/pict/625_2/index.html would look ideal for the section that is currently under construction as it does look very odd without a picture.

look very odd without a picture isnt a valid rationale for using non-free media. When using non-free media the question to ask is why must this article use this specific piece of non-free media? In this case "To make the section look better" completely fails WP:NFCC#8. Using non-free media on wikipedia is a minefield that can get really confusing. A file might be acceptable being used on one article while not be acceptable on another. Its a matter of keeping the usage of non-free media minimal and ensuring that each usage has Contextual significance, and is being used in a manor that is acceptable by WP:NFC.
