Investigations[edit]

All investigations are carried out by the Wikipedia Central Commission for Discipline Inspection and Behavior Modification (WCCDIBM). The commissions findings must be approved by one senior leader to give the illusion of supervision. The parent agency is the NCW National Congress. Findings of “morally corrupt" are commonplace.

Shuanggui[edit]

When Wikipedia Editors (WE) are apprehended breaking the rules — or even if they merely displease an administrator (or his lackey) — anti-corruption investigators start probing. Once the myriad accusations are proven endemic the forlorn ediotrs are doomed. They are thrown into the maw of an opaque Soviet-style disciplinary machine, known as “shuanggui,” that features brutal, sleep-deprived interrogations. Shuanggui (pronounced shwang-gwei) is rooted in an ancient imperial justice system and was used by the Chinese Red Army to punish wayward soldiers during the civil war. The term is often translated as “double regulation,” a reference to a pair of rules that require Wikipedia Editors (WE), accused of wrongdoing, to appear at a specific time and place for questioning while their answers to those questions are ignored or, at a minimum, disregarded. Over the past decade, it has become increasingly institutionalized through National Congress-issued guidelines that have perfected some of its earlier excesses. Nonetheless, secrecy, isolation and harsh interrogation techniques remain hallmarks of the system. Unchanged as well are the main objectives: to extract confessions from those accused of violating rules. Investigations and prosecutions of Editors are conducted confidentially in a system separate from ordinary Wikipedia law enforcement and panels (which are subject to influence by the editing "mob"). The system is greatly feared by most common Wikipedia Editors (WE): suspects are subjected to self-inflicted physical and psychological pressure. The system has resulted in the successful investigation and prosecution of a dozens of "corrupt" editors including some very powerful and popular administrators. Surprisingly, there is very little sympathy from every-day Wikipedia Editors (WE) for these so-called "corrupt editors".

"We should set up and enforce a more tightknit and effective system to prevent lawless dis-functioning editors from influencing the common rabble...er...I mean...our fellow editors," said Ghu Fluung Poo, the commission's deputy secretary.
