An AFD discussion is not a permanent ban on the subject ever being allowed to have an article, it just means that the particular version of the article that existed at the time of the deletion discussion wasn't good enough. It happens frequently with bands that somebody jumps the gun and writes a bad or unsourced article early on that doesn't meet our rules, but then some time later the coverage in reliable sources improves and a better claim of notability can then be made.

I'd caution, however, that the volume of source coverage you pointed out on my talk page might not be enough to get a band over the bar yet — they're both fairly brief entries that fail to really constitute the substantial coverage required by our notability rules, the "NBC" one is the local NBC affiliate in their own home market rather than the national network, and our notability rules for bands require sourced evidence of a significant regional or national tour and not just a single booking at a local music festival in a band's own home market. So yes, it is possible that a band whose article has been deleted in the past can make it over the notability bar as the availability of sourcing improves — but I wouldn't say you've shown sufficient evidence that there's actually enough proper sourcing here to make that happen yet.
