Municipalities in Germany[edit]

I don't think two entries are the answer, but I also don't think we need to get into the very thicket of terminology and use the German terms. My solution has been to use municipality for Verbandgemeinde and town for Ortsgemeinde. This may not be the best solution, but it seemed clearer for non-specialists.
