@Iryna Harpy: It wasn't supposed to more constructive or not in political terms, it was supposed to be more logical concerning to Crimea itself. I'm well aware of the disputes between Ukraine and Russia about the territory, but if the main language there was Crimean Tatar I'd put it in the 1st place, not 2nd, even if it annoys Turkey, e.g. By the way. what's the main language in Tatarstan, for example? If it's Tatar, put Tatar 1st, not Russian. I'll check it about Tatarstan, Bashkortostan and North Caucasian republics.
@Iryna Harpy: In Tatarstan, Russian is 1st... I disagree with that, but if the folks here like to put the country's official language before, taking the de jure status of Crimea, then let it stay like it is.
