Getting started creating new articles on Wikipedia can be tricky, and you might like to try creating a draft version first, which you can then ask for feedback on if necessary, without the risk of speedy deletion. I've just deleted the article Operational Programme Italy-Malta 2007-2013 that you have recreated. Kindly note that this article was deleted per extensive discussions at Wikipedia:Articles for deletion/Operational Programme Italy-Malta 2007-2013. If you wish this article to be recreated, kindly create it in your own userspace, perhaps at User:Cluppic/Operational Programme Italy-Malta 2007-2013. Once you've recreated this, you could call in other editors to have a look to find out whether it works and can be moved to our main article space. Please note that the article was deleted previously because it did not satisfy our notability guideline. Kindly use reliable sources rather than just primary sources. I have just done the same with IPA Adriatic Cross-Border Cooperation Programme. a re-creation under another title of the article IPA Adriatic CBC Programme deleted at ‎ Wikipedia:Articles for deletion/IPA Adriatic CBC Programme, without addressing the deficiencies there: the references were all to its own publications, & thus the notability concerns remain. Cerejota gave you good advice at [1], and you need to follow it. This sort of re-creation is wholly unacceptable, and i think it is obvious that you are engaging in the promotion of this group of programs.I give you a formal warning below.
