The criteria for notability in Wikipedia goes farther than just being the "first" to do something. What is required is that the claim is verifiable because the subject has been written up in reliable, third-party sources such as newspapers, magazines, etc. (Customer reviews on Amazon and blogs are not considered reliable because they could be created by anybody.) The references that you added do not have to do with the book itself, only with the idea of bioweapons. What you need to add are places where the book itself is mentioned such as in newspapers, magazines, or book reviews written by professional reviewers (i.e., not just people who bought the book).
