Besides signing your name on the membership list there are no major requirments. The group is very informal as most WikiProjects, there are jobs posted and discussions going on that you can participate in at your leisure. It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve.
