 Bell-Scott studied at Howard High School in Chattanooga, She would later move to Knoxville to attend the University of Tennessee. She would go on earn a Bachelors of Science degree in Sociology in 1972 and an Master of Science in Child and Family Development in 1972. In 1976, she earned an PH.D in Family Studies and African-American History and completed a post-doctorate fellowship at John F. School of Government.
