Verifying identity

Hello, and welcome to Wikipedia! :) There are a couple of quick things I need to speak to you about regarding your account.

First, it sounds as though this account is going to be operated by multiple people, although perhaps not. I refer to my workplace as "we" sometimes, too. :) If you are thinking of using this account for multiple people, please be aware that Wikipedia has rules prohibiting this; see WP:ROLE. If others in your department desire to edit Wikipedia, they should each create their own account.

Secondly, since we have no means of verifying your identity at the time of account creation, I'm afraid that we cannot accept content that you donate that is copyrighted to the Department of National Defense for the Philippines without your verifying that you are authorized to release this content. This is a fairly simple matter of contacting a volunteer email line from an address identifiable with the DND. If you explain to them that you need to verify your identity and affirm that you are an authorized representative of the Department of National Defense, they should be able to put a note on your userpage that will confirm that you have contacted them from an authorized email address and what you have said. The address to write for this is info-enwikimedia.org. If you wish to do this, you should ask in your email that they flag your accounts on both English Wikipedia and Wikimedia Commons. This may help prevent images that you contribute being deleted, although you may still be asked to provide specific permission for individual images.

Finally, I would like to make sure that you are aware of our conflict of interest guidelines. Your assistance in keeping information up to date and accurate is very welcome, but there are some special concerns with editing by people who are directly associated with organizations. You will want to be particularly careful to meet the core content policies of verifiability and neutrality and to avoid "original research". If you read over that guideline I've linked in the first sentence of this paragraph and follow the recommendations, you should be fine.

While I'm here, I'd like to note that another administrator has deleted File:Official Photo of BRP Gregorio del Pilar (PF15).jpg because the image isn't really a "non-free historic image", as these are designated on Wikipedia. Non-free historic images are images that themselves have historic significance; a couple of examples that come to mind for me when I think of "non-free historic images" would include the one in the infobox at Kent State shootings (the picture itself won a Pulitzer prize and, as the article says, became "one of the most enduring images of the anti-Vietnam War movement" in the United States) and the terribly sad picture of Phan Thi Kim Phuc at the top of her article after she's been doused with Napalm. (I wanted to use a happier picture and had thought of a famous picture of a kiss on victory day during World War II, but couldn't find it on our project.) In both these cases, the images are themselves iconic; they've won awards and people have written extensively about them in articles and books.

If you need assistance as you edit, including needing advice about non-free image use on Wikipedia, there are several points where you can reach out. Wikipedia:New contributors' help page/questions is especially designed for newer contributors to ask questions about how to edit or how policies or practices work. It's a pretty straightforward venue that is manned by volunteers experienced at helping newcomers learn their way around. There is also the slightly more social Wikipedia:Teahouse where you can also ask questions and expect experienced assistance.
