Visas to China are not required for Mongolian passport holders. Source 1 - I am Mongolian with standard Mongolian passport and have traveled to PRC visa free both by air and crossing by land at Erlian from Mongolia, Zhuhai from Macao and Shenzhen from Hong Kong.

I think the issue is E-passport reference - this is the standard passport issued to all Mongolian citizens, not some special passport. Therefore, all Mongolians holding a passport have visa-free access to China. Older passports have been phased out a decade ago, and since Mongolian ordinary passports have a 5-year validity, all passport holders in Mongolia have an E-passport.
