King Baudouin speech: Road to independence of the Belgian-Congo (13 January 1959)[edit]

I am not convinced that Wikipedia is the right place for King Baudouin speech: Road to independence of the Belgian-Congo (13 January 1959). WP:NOTREPOSITORY says "Complete copies of primary sources may go into Wikisource, but not on Wikipedia." If there were more to add to it, maybe someone's analysis or critique, or any outcome the speech achieved, then yes I could see that being an encyclopedic article. Copying within Wikipedia requires proper attribution[edit]
