Guideline and policy news

  • Administrators who have been desysopped due to inactivity are now required to have performed at least one (logged) administrative action in the past 5 years in order to qualify for a resysop without going through a new RfA.
  • Editors who have been found to have engaged in sockpuppetry on at least two occasions after an initial indefinite block, for whatever reason, are now automatically considered banned by the community without the need to start a ban discussion.
  • The notability guideline for organizations and companies has been substantially rewritten following the closure of this request for comment. Among the changes, the guideline more clearly defines the sourcing requirements needed for organizations and companies to be considered notable.
  • The six-month autoconfirmed article creation trial (ACTRIAL) ended on 14 March 2018. The post-trial research report has been published. A request for comment is now underway to determine whether the restrictions from ACTRIAL should be implemented permanently.

Technical news

Arbitration

  • The Arbitration Committee is considering a change to the discretionary sanctions procedures which would require an editor to appeal a sanction to the community at WP:AE or WP:AN prior to appealing directly to the Arbitration Committee at WP:ARCA.

Miscellaneous

  • A discussion has closed which concluded that administrators are not required to enable email, though many editors suggested doing so as a matter of best practice.
  • The Foundations' Anti-Harassment Tools team has released the Interaction Timeline. This shows a chronologic history for two users on pages where they have both made edits, which may be helpful in identifying sockpuppetry and investigating editing disputes.

Dear administrator,

I think this is probably an act of vandalism: https://en.wikipedia.org/wiki/Special:Contributions/203.224.132.96 He/she deleted a whole section. As far as I know, it's not illegal to talk about someone's personal life. Evan Spiegel's article, for instance, has a chapter devoted to that matter. (They even wrote, Kerr described Spiegel as “very traditional” and said that he believes in sex after marriage.) Heavy.com is not a strong source, but I couldn't find a better one.

This person insulted Ms Greer by calling her an "unemployed golddigger". This Wikidata item, created by me, proves that's not true: https://www.wikidata.org/wiki/Q48980153.

Also, he/she threatened me. An anonymous user is not entitled to report any member.

Thank you for the Lancashire Fusiliers War Memorial "in Bury, which today is in Greater Manchester but in 1914 was in the southeast corner of Lancashire. This part of the world is particularly well-endowed with war memorials, not least because of the local regiment—the Lancashire Fusiliers. Guideline and policy news

  • The ability to create articles directly in mainspace is now indefinitely restricted to autoconfirmed users.
  • A proposal is being discussed which would create a new "event coordinator" right that would allow users to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit.

Technical news

  • AbuseFilter has received numerous improvements, including an OOUI overhaul, syntax highlighting, ability to search existing filters, and a few new functions. In particular, the search feature can be used to ensure there aren't existing filters for what you need, and the new equals_to_any function can be used when checking multiple namespaces. One major upcoming change is the ability to see which filters are the slowest. This information is currently only available to those with access to Logstash.
  • When blocking anonymous users, a cookie will be applied that reloads the block if the user changes their IP. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. This currently only occurs when hard-blocking accounts.
  • The block notice shown on mobile will soon be more informative and point users to a help page on how to request an unblock, just as it currently does on desktop.
  • There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.

  • Lankiveil (Craig Franklin) passed away in mid-April. Lankiveil joined Wikipedia on 12 August 2004 and became an administrator on 31 August 2008. During his time with the Wikimedia community, Lankiveil served as an oversighter for the English Wikipedia and as president of Wikimedia Australia.

    @Stormy clouds: I'm not sure what's offensive about that username, and the account has yet to edit so I don't see a block being necessary. Hi Krishna, I was sorry to oppose Manekshaw. Writing biographies of major historical figures is tough and you've done some good work there. It's not far from FA quality in my opinion, but I'll leave you some more detailed thoughts on that later in the week. As for the PVC, I think it's well on its way but it's not quite FA-ready yet. My main concern would be the lengthy quote from the regulations. It looks like it's just been transplanted into the middle of the article without any real context or explanation. I'd quote from the regulations only when you need the exact wording rather than including the whole lot; the rest should be summarised in the prose. For example, nowhere else in the prose does the article tell us who confers the award or that it can be annulled—both crucial facts. I know it doesn't have the history that the British VC or the Medal of Honor do so it won't be such a long article but the Victoria Cross for Australia and Victoria Cross for New Zealand (both FAs) have similar origins so those would be good articles to compare with. Also, there must be something written somewhere about why India decided to go with a completely different awards structure whereas other former colonies/dominions went with their own version of the VC. I'll save the line-by-line prose review for later; that's just a quick look at comprehensiveness and context. 21:28, 15 May 2018 (UTC)

Dear Harry, there is no edit warring between me and 82.69.88.176. He/She has a pathological obsession with the actress' DOB. Bretton's date of birth is April 23, 1980. Her official IMDb page is maintained by Kate Bryden, her official agent. Just look at 82.69.88.176's edit history. HE/She has been changing Bretton's DOB for past couple of years. It's an injustice to inflate Bretton's age based on pathological vandalisms of an anonymous neurotic. Could you please undo your reversion of my last edit? Her DOB is April 23, 1980. Dear Harry, Thanks for your reply. You say "all information must be traceable to a reputable, third-party source. This is especially important with information about living people, and where there is a dispute about the accuracy of information (especially something like a date of birth) we tend to err on the side of caution and omit it altogether. Please note that IMDb is not an independent, reliable source precisely because subjects and their agents can exert influence over the information there and some have been known to manipulate it to provide inaccurate information.". Every actor/actress' date of birth is either self-reported or agent-reported. Based on this logic, you have to remove all dates of births on Wikipedia. This is patently absurd. Changes to IMDb-pro are monitored/checked/verified by its admins. Kate Bryden, from Gordon and French agency, is Bretton's official agent. You say "some have been known to manipulate it to provide inaccurate information.". But you fail to give a conclusive evidence for this sheer assumption. It's absurd and disgraceful to say that ALL humans are liars just because a few people lie. Request for restoration of IP block exemption

HJ, long time, no see!

About 7 and a half years ago, I asked to be removed from having an IP block exemption. A few months after that, my activity on Wikipedia declined rapidly and I eventually took a 6-year hiatus.

I've since returned and I intend to begin editing full-time. Is there a specific process I need to go through in order to regain my previous IP block exemption? I just want to make sure I have it as I know some of the edits I will be making will likely come from an IP address that is blocked (such as a public place or school).

@White Shadows: Hey! Great to see you back. Things have changed a little bit around IPBE in the last few years. The gist is that admins aren't supposed to just grant it willy nilly. If you find yourself caught in a hard block (bear in mind that hard blocks are rare, and most commonly used for open proxies; and that you don't need an exemption to edit through most blocks, like the ones we normally use for schools or other shared IP addresses), you're welcome to email me the details and I can grant you a temporary exemption but if you're likely to need it longer-term you'll need to talk to checkuser. I just want to remark that this note about your talk page archive organization can be grammatically interpreted in two different ways and thus obfuscates the information it is intended to impart. I wondered if you did that deliberately as a test to catch people like me who pick up on it.... damn I got caught. Guideline and policy news

Technical news

  • IP-based cookie blocks should be deployed to English Wikipedia in June. This will cause the block of a logged-out user to be reloaded if they change IPs. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. For the time being, it only affects users of the desktop interface.
  • The Wikimedia Foundation's Anti-Harassment Tools team will build granular types of blocks in 2018 (e.g. a block from uploading or editing specific pages, categories, or namespaces, as opposed to a full-site block). Feedback on the concept may be left at the talk page.
  • There is now a checkbox on Special:ListUsers to let you see only users in temporary user groups.
  • It is now easier for blocked mobile users to see why they were blocked.

Arbitration

  • A recent technical issue with the Arbitration Committee's spam filter inadvertently caused all messages sent to the committee through Wikipedia (i.e. Special:EmailUser/Arbitration Committee) to be discarded. If you attempted to send an email to the Arbitration Committee via Wikipedia between May 16 and May 31, your message was not received and you are encouraged to resend it. Messages sent outside of these dates or directly to the Arbitration Committee email address were not affected by this issue.

@Memphisto: I'm not shocked that journalists can't get their facts straight but it appears he was't charged, tried, and convicted (which would take weeks at least) but dealt with summarily—at least one source was reporting that he was held in the court cells until the trial judge dealt with him. As far as can tell, that's not that unusual for contempt of court cases, but such cases are relatively rare (and cases that make the national media rarer still). Actually, a charge of criminal contempt of court in England and Wales is still subject to the same rules on court procedures etc as any other criminal charge. The defendant can be arrested (with or without warrant), indicted (orally or with a document detailing the charges) and summoned to appear, where they are given an explanation of the charge, have a right to legal advice, can enter a plea etc, and evidence of the case must be submitted before judgement and sentencing (no evidence is required if the defendant pleads guilty). The only difference is that the higher courts can deal with the case themselves, and can do it speedily (that is in a few hours from arrest to sentencing, especially when the defendant pleads guilty). @Patchen: If you look at the talk page, especially the section I linked, you'll see we've been trying not to do that. Having them all together like that places undue weight on them (which is also a violation of the biographies of living persons policy), whereas having all information in chronological order allows the reader to draw their own conclusions. I "don't want it that way" because it's against Wikipedia policy (please read the policy I keep linking, and please read Talk:Tommy Robinson (activist), it's all explained there). Self requested block for HasteurBot

@Hasteur: I can certainly block the bot if that's what you want, but I'm sorry to hear you're leaving Wikipedia. Have you considered perhaps getting a change of scenery by working in another area for a while? I find that rotating between different parts of the wiki helps to keep me sane. When an admin promotes a 100% unreferenced draft out of draft namespace and doesn't see anything wrong with it on multiple occasions (see Wikipedia_talk:WikiProject_Articles_for_creation#Accepting_a_Draft_with_Zero_sources?) Reconsider?

Could you reconsider the block on Special:Contributions/82.132.128.0/17 or at least switch the account creation block. I have put ACC ignore on the block for now as a temporary measure. CU can't even get 3 months worth of data, and 1 month puts the scroll bar at pencil eraser size. I have to blanket allow everything through ACC for now as I have no clue what the target is. -- Amanda (aka DQ) 23:35, 3 June 2018 (UTC)

Hi DeltaQuad This is in relation to User:Kwilliams100 using the IPs to evade their block and make threats against myself and other editors including JuneGloom07, Raintheone, AnemoneProjectors and Soaper1234. I have tried blocking individual IP addresses for them and it is hopeless, I've no sooner blocked one than they're editing from another. They are being generally disruptive,made threats and tagged notable articles for speedy deletion while attacking the editor.
They have accused editors of being socks more than once. They also requested this article be deleted saying it's not notable, that article is now at Halfway (EastEnders) and is definitely notable. They have accused us of attacking them because they're autistic. Finally, they have issued threats to get editors off Wikipedia to more than one user.
They've got at least one of the editors above reluctant to create articles in userspace now because this user is constantly getting their articles tagged for deletion now. Sorry for the long reply but this has been ongoing for a LONG time now.--5 albert square (talk) 01:05, 4 June 2018 (UTC)
Thanks for the info 5 albert square. I haven't looked into the diffs, I will though. Since this is the case that it's harassment related, i'm looking to see if we can find smaller ranges even if I have to block like 5 of them. Simply, I could be letting this person through, simply because he's buried in so much data it'd take hours to go through. We also have the option of leaving the generic /17 block, and issuing blocks with more restrictions on smaller ranges. I have set 4 IP blocks that cover all but one ip that showed up to be used in the past month on CheckUser. I will leave the decision to HJ Mitchell, but i'd like us to try removing the account creation block for now on the /17 while still leaving the editing block in place. Tommy Robinson

@Zastil: The article should describe what he's known for, and that part of the infobox is about offices he has held. It even includes the start and end dates. Mentor for FAC

Hey HJ! I looked at the FAC mentor list and saw that you listed that you dabble in politics from time to time. I'm not looking for a thorough review of my article, but I've avoided the FAC process like the plague because I've always been a little scared of it, frankly. I was wondering if you thought an article that I brought up to GA recently, Mississippi's 4th congressional district special election, 1981, would meet WP:FACR broadly-- I really don't want to put it up for a nom only to have it be swatted down quickly. I've gone through FLC on numerous occasions so I feel like the process will be broadly similar, but I'm still kind of weird about moving towards FAC with anything.

Bristol meetup

Following our discussion in person, we need to get to arranging a Bristol meetup. Looking at my calendar, Saturday 25 August or Saturday 1 September are looking to be good dates. Which suits you? @Redrose64, RexxS, and Mike Peel: it would be great if you could make this too so how do those potential dates suit you? If I remember correctly, the last Bristol meet was held in the Commercial Rooms which were OK but busy. Are there better venues? Thryduulf (talk) 18:28, 24 June 2018 (UTC)

Bristol has no affordable parking on Saturdays, but Long Ashton Park and Ride would work for me to get to the Commercial Rooms (about 2 hours door-to-door). Yer, on a Sunday. But that's not a request to change the date. Long Ashton is mere minutes further on by car, but much closer to the Commercial Rooms by bus. My pensioner's bus pass means the costs are the same though. --RexxS (talk) 20:49, 24 June 2018 (UTC)

This is where I have to apologise to both @Mike Peel: and @MartinPoulter: for getting them mixed up - although that is not to say that it wouldn't be great to see Mike. A late December/early January meetup would certainly be good (at a guess I'd probably find the latter easier as I tend to do family stuff between Christmas and New Year). I don't know my rota any later than Sunday 1 July. However, I can say that looking back at shifts that I've recently worked, Sundays are easier than Saturdays (during the 13-week period between 26 March and 24 June, I worked 12 Saturdays and 8 Sundays), but any given Sunday is not guaranteed. The occasional switch of Oxford meetup from third Sunday to fourth is a direct consequence of this. --Redrose64 🌹 (talk) 19:31, 27 June 2018 (UTC)
