Hello Richard. I've been editing WP for several years, and have just read your comment on the talk page of Nanjing incident, and also your comment on your user page. Everyone has the same right to edit WP. There isn't exactly a protocol. You could just make the changes you think will improve the article, and see what happens. However, if you want to do a big rewrite, it is a good idea to first use the article's talk page to explain a bit more how you think the article can be improved.
