You`ve deleted this article as G12. Unambiguous copyright infringement. Actually site traditio.org 1) is "anarchic" resource without any copyrights 2) Article is a copy of old ru:wikipedia`s version (now deleted). So explanation looks like "interwiki violate wikipedia`s copyright". It`s nonsence! I think it would better restore this article and continue discussion on proposed deletion and criteria that differ at tt:wiki (where article matches rules); ru:wiki (where was deleted) and en:wiki. traditio.org copied this text from wikipedia in 2013. There is one more site with same copy of former wikipedia`s article: http://www.millattashlar DOT ru/index.php/Гарифуллин_Рамиль_Рамзиевич . You can see wikipedia as source here and it was copied in 2012.

Salam, Irek! First, there are some problems with your article and unclear license of copy of russian variant of this article from ru-wiki.
I`ve done https://en.wikipedia.org/wiki/User:Irek_Minnullin/Ramil_Garifullin You can work here with text to do it closer to tatar wikipedia (https://tt.wikipedia.org/wiki/Рамил_Гарифуллин) and not similar to deleted russian wiki variant now placed at millattashlar and traditio-ru.
Then this text must be provided with independent verifiable sources and written without a promotional tone.
Maybe it will be easier open it than resore deleted variant?

Now the possibility of the creation of this article is blocked in Russian Wikipedia because of the repeated attempts to recreate it.   • It seems clear that, whatever other problems there may be that there, is no copyright violation.
  • The article is referenced and there is a claim of notability. If notability is to be challenged, it will need to be at Articles for Deletion review, Russian Wikipedia decisions are not binding here.
  • I'll therefore restore the page, but it may need further work

  • In order to understand the reasons of occurrence of problems with this article, note the behavior of Fyodor Babkina:

1. First he put the tag on the lack of significance. Failed. 2. Then put a tag on a copy of the article. The administrator refused him. 3. Now he raised the issue of conflict of interest. Evaluate the behavior of Fyodor Babkina, provided that he has a low activity in the English Wikipedia. I myself independent from Garifullina the author. But I read on Wikipedia about the old conflict between Garifullina and tandem Akim Dubrov-Fedor Babkin. They have removed the article in Russian Wikipedia about Garifullina, which was posted for four years. Removed (see discussion) due to political reasons (article Garifullina about Snowden, removed on the same day it was released this article). Clarify tag[edit]

The {{clarify}} template on the article means (as you will see if you click on it) that the sentence contains "wording that is likely to be confusing to the average reader", not that it is unsourced.
