It looks like someone else has taken care of it! Anything produced by the US Federal government is released into the public domain. When you said "with permission" in the upload form, Wikipedia took this to mean that permission was being given to only Wikipedia and that's why it showed up on my list of problem images. (FYI, since Wikipedia material is used outside Wikipedia, when only Wikipedia has permission to use something it causes headaches for us and other people who use our stuff. Fair use images in user space[edit]

Do not delete template request[edit]

Unfortunately, this can not be carried out. The policy is that an author requesting a page not be deleted does not automatically stop deletion, and creating a template saying otherwise will not circumvent it. If you think it is a good idea, you should discuss it at Wikipedia talk:Deletion policy first, andestablish a consensus that such a thing should be made.   • There is one exception: If a page is nominated for speedy deletion, the author may place a {{hangon}} tag on the article and explain their rationale for non-deletion on the talk page. This does not guarantee an admin will not delete your article if they believe it qualifies under the criteria for speedy deletion. Don't try to use a template, but you can post a message on the talk page explaining your reason for keeping, and asking to contest any proposed speedy deletion and take the decision to articles for deletion for a full hearing. I think the problem was that there wasn't any proof you had permission for it. I'm sure there would be no problems if you perhaps provided proof that you did in fact gain permission to release it into the public domain? How did you gain permission to use it?
