Now for me it is hard to find out whether both cultivars are equally used. I only know for sure that if in Napels you order "broccoli" as a side dish, this is what you get, and not the cauliflower like heads.

Here is a link that sheds a little more light in the dark, but it is still not clear which exact cultivars or subspecies are meant:
