I would counter the suggestion of bias by arguing that any bias is the opposite viewpoint - 'northern Cyprus' is grammatically accurate whilst 'Northern Cyprus' displays bias towards an illegal state and it's supporter, Turkey.
Using the word 'north' as an adjective in this context I would consider more accurate than using it as a proper noun.
