{{emptycat}} tag is to be used for Wikipedia-related tracking categories, not ordinary categories like this one. Don't create empty categories that are not being used. If you find a need for it in the future, simply recreate it, there is no penalty as this category wasn't the subject of a Categories for discussion case.
