Okay, well since Wikipedia is done in all HTML formatting, so it can be a little complicated starting off new. However, I can direct you to Wikipedia:WikiProject User Page Help which will give you a lot of good info on creating a good user page. However the first thing I should stress about a user page, is be original, present what you want people to know about you the person, what your interests are (especially regarding Wikipedia, what you will be editing and so on), and basically anything else you want. Its not meant to be like a myspace, but still you are allowed a lot of creativity in whatever you do. I would say the easiest way to make a cool userpage is just gaining experience thru editing on Wikipedia... right now I would recommend just typing away on your keyboard and just get a basic start on it, or look through other people's userpages for ideas.
