It’s been quite a few years since I’ve dealt with meta templates, so some of this information may be outdated or incorrect.

The functionality you’re trying to achieve is outside the scope of templates. When such functionality is needed in a template, typically the only way to achieve it is with subst. Without subst, a template can’t directly inject wiki tags into an including page. I’m not familiar with the internals of MediaWiki, but I suspect this is a limitation in MediaWiki that you can’t overcome as a user. (The workaround offered is subst.)

I don’t know the specifics of the template you’re trying to create, but I can offer two potential solutions that, while perhaps not as desirable as what you requested, may be sufficient:

  1. If the template you’re trying to create is exactly as you described to me, it is redundant because the noinclude tag already serves that exact purpose. Templates generally shouldn’t attempt to mirror the exact functionality of tags like noinclude. There are some templates that appear to mirror tags at first glance, but they’re often necessary because they behave slightly differently under certain circumstances. Others are simply convenient shortcuts.
  2. You can use subst and Z numbers for tracking and more intuitive documentation. They’re not as clear as plain templates because they require editors to know what a Z number is, but they’re better than nothing.
