To enforce an arbitration decision, and for violating your topic ban at https://en.wikipedia.org/w/index.php?title=User_talk:Sandstein&oldid=595043489#Section_blanking_by_user_Zimmarod,
you have been blocked from editing for 2 months. You are welcome to edit once the block expires; however, please note that the repetition of similar behavior may result in a longer block. If you believe this block is unjustified, please read the guide to appealing arbitration enforcement blocks and then appeal your block using the instructions there.  Sandstein  22:09, 11 February 2014 (UTC)

Reminder to administrators: In March 2010, ArbCom adopted a procedure prohibiting administrators "from reversing or overturning (explicitly or in substance) any action taken by another administrator pursuant to the terms of an active arbitration remedy, and explicitly noted as being taken to enforce said remedy, except: (a) with the written authorization of the Committee, or (b) following a clear, substantial, and active consensus of uninvolved editors at a community discussion noticeboard (such as WP:AN or WP:ANI). If consensus in such discussions is hard to judge or unclear, the parties should submit a request for clarification on the proper page." Administrators who reverse an arbitration enforcement block, such as this one, without clear authorisation will be summarily desysopped.

This user's unblock request has been reviewed by an administrator, who declined the request. Other administrators may also review this block, but should not override the decision without good reason (see the blocking policy).

Request reason:

I've been blocked by user User:Sandstein based on facts that I violated my ban at https://en.wikipedia.org/w/index.php?title=User_talk:Sandstein&oldid=595043489#Section_blanking_by_user_Zimmarod for 2 months. However, I am appealing to get unblocked on facts that... 1. I've never been told by Sandstein, that discussion of this issue in talk page leads to the ban. 2. Instead of warning me about this, he straightly banned me and wrote "I'll block you in enforcement of the ban as soon as I get around to it." like he seeking kind of personal revenge 3. I've been trouble free all of these years until Sandstein under guidance of armenians users started to ban me. I do agree, I violated sometimes policies, but Sandstein instead of using explanation and warnings, he straightly banned me, which for me looks like administrator's power abuse. 4. Furthermore, his blocks duration been far long compared to others users. I hope at least my ban period will be reduced because it doesn't seem fair after all these contributions that you can check done to wikipedia articles. I've contributed to over 5,000 wikipedia articles, which all been trouble free so I hope this dispute resolves in good.

Decline reason:

(1) On a previous occasion when you tried to get round your ban by asking on a talk page for someone else to make an edit for you, you were told "You sent me some changes you proposed for the article Azerbaijan. Unfortunately I can't take action on this. Per WP:PROXYING you can't have another editor make changes to an article you are banned from." The same issue has also been mentioned in a case about you at Wikipedia:Arbitration/Requests/Enforcement, and you took part in that discussion. It is therefore absurd to claim that you had not been told that posting to a talk page, requesting that another editor make an edit on your behalf, was contrary to your ban. (2) Of course you weren't warned on this occasion before being blocked, because you have already had far more than enough warnings on previous occasions. You don't need a new warning about the same thing every time you do it. (3) You have been "trouble free all of these years"? And yet you have a topic ban, and had already been blocked four times, three of those being for the same offence as this time (violation of your topic ban), the latest of those bans being less than four months ago? (4) A 59-day block for an editor who has repeatedly violated a topic ban, and whose last block was for 59 days, is minimal. Personally, I would have blocked you for much longer, as 59 days has been proved to be insufficient to deter you, and I doubt that many admins would have given you less. JamesBWatson (talk) 16:18, 15 February 2014 (UTC)

If you want to make any further unblock requests, please read the guide to appealing blocks first, then use the {{unblock}} template again. If you make too many unconvincing or disruptive unblock requests, you may be prevented from editing this page until your block has expired. Do not remove this unblock review while you are blocked.

Complaint that you are violating your topic ban from Armenia-Azerbaijan

Hello NovaSkola. Please see User talk:EdJohnston#Violation. Your most recent appeal of the ban was declined, yet here you are again. You can respond on my talk page if you wish. Thank you, EdJohnston (talk) 17:37, 8 July 2013 (UTC)

To enforce an arbitration decision,
you have been blocked from editing for 1 month. You are welcome to make useful contributions once the block expires. If you believe this block is unjustified, please read the guide to appealing arbitration enforcement blocks and then appeal your block using the instructions there.

Per the discussion at User talk:EdJohnston#Violation. You are currently banned from the topic of the Armenia-Azerbaijan conflict, but on July 7 you created an article about a book, Black Garden: Armenia and Azerbaijan Through Peace and War, which is about the conflict. This is not your first block for violating the topic ban. It is hard to see why you would create this article if you were paying any attention to your restriction. You don't seem able to edit within its limitations, so a block seems to be needed to avoid further turmoil in the topic area. See WP:ARBAA2. EdJohnston (talk) 20:20, 8 July 2013 (UTC)

NovaSkola, try editing your user page. According to the clock, your block should have expired a few minutes ago (at 20:22). EdJohnston (talk) 20:30, 8 August 2013 (UTC)
Thank you. It's fixed. I guess I can create sport articles? Or I can just edit it? --NovaSkola (talk) 17:37, 9 August 2013 (UTC)

Orphaned non-free media (File:Kapazpfklogo.png)

Thanks for uploading File:Kapazpfklogo.png. The media description page currently specifies that it is non-free and may only be used on Wikipedia under a claim of fair use. However, it is currently orphaned, meaning that it is not used in any articles on Wikipedia. If the media was previously in an article, please go to the article and see why it was removed. You may add it back if you think that will be useful. However, please note that media for which a replacement could be created are not acceptable for use on Wikipedia (see our policy for non-free media).

If you have uploaded other unlicensed media, please check whether they're used in any articles or not. You can find a list of 'file' pages you have edited by clicking on the "my contributions" link (it is located at the very top of any Wikipedia page when you are logged in), and then selecting "File" from the dropdown box. Note that all non-free media not used in any articles will be deleted after seven days, as described on criteria for speedy deletion. Thank you. Werieth (talk) 14:10, 13 September 2013 (UTC)

Result of the complaint about your edits at WP:Arbitration enforcement

To enforce an arbitration decision,
you have been blocked from editing for 2 months. You are welcome to make useful contributions once the block expires. If you believe this block is unjustified, please read the guide to appealing arbitration enforcement blocks and then appeal your block using the instructions there.

Administrators who reverse an arbitration enforcement block, such as this one, without clear authorisation will be summarily desysopped.

Per the discussion here.

In addition to the block, your topic ban from everything concerning Armenia and Azerbaijan has been made indefinite, but with a sports exemption. Any appeal of your block would be through WP:AEBLOCK. In my opinion you could consider appealing the topic ban in six months WP:AE after at least six months. Let me know if you have any questions. Thank you, EdJohnston (talk) 15:40, 24 October 2013 (UTC)

I tried to answer your message that came to me through Wikipedia email, but my response did not go through. The error was '550 requested action not taken: mailbox unavailable.' EdJohnston (talk) 22:18, 29 November 2013 (UTC)
Hello, could u please then write it here.--NovaSkola (talk) 22:24, 29 November 2013 (UTC)
You sent me some changes you proposed for the article Azerbaijan. Unfortunately I can't take action on this. Per WP:PROXYING you can't have another editor make changes to an article you are banned from. My suggestion is to wait until April 2014 (six months) and then try to appeal your topic ban. EdJohnston (talk) 22:39, 29 November 2013 (UTC)

In view of that discussion, I exclude from the topic ban any edit that is about sports, provided that it does not relate in any way to political or historical disputes concerning Armenia or Azerbaijan. This exemption will be logged on the case page.  Sandstein  16:15, 10 June 2013 (UTC)

Sporting nationality

WP:MOSFLAG to show the representative nationality of players (which may differ from their legal nationalities), Badri Kvaratskhelia may have more that one, but in a sports article it is purely based on who he represented. Murry1975 (talk) 18:26, 26 June 2013 (UTC)
