However, I think that the way it is being used fails the first non-free content criterion. This criterion states that files used under claims of fair use may have no free equivalent; in other words, if the file could be adequately covered by a freely-licensed file or by text alone, then it may not be used on Wikipedia. If you believe this file is not replaceable, please:

User:Dr. Blofeld has created Wikipedia:WikiProject Africa/Contests. The idea is to run a series of contests/editathons focusing on each region of Africa. He has spoken to Wikimedia about it and $1000-1500 is possible for prize money. As someone who has previously expressed interest in African topics, would you be interested in contributing to one or assisting draw up core article/missing article lists? He says he's thinking of North Africa for an inaugural one in October. After a successful first iteration of the “Months of African Cinema” last year, we are happy to announce that it will be happening again this year, starting from October 1! In the 2018 edition of the contest, about 600 Wikipedia articles were created in at least 8 languages. There were also contributions to Wikidata and Wikimedia commons, which brought the total number of wikimedia pages created during the contest to over 1,000.
