Notability within bios (more specifically
application of wp:GNG/wp:BIO against wp:AUTH/wp:PROF...and both vis-a-vis vagaries of actual practice!)

I.e. - Is Matthew Grow, editor of The Council of Fifty, Minutes, March 1844–January 1846 (The Church Historian's Press, which is an imprint of Deseret Book; 2016), notable? Is Benjamin E. Park, who reviews him here: "The Mormon Council of Fifty: What Joseph Smith’s Secret Records Reveal" (Religion & Politics, September 9, 2016)?
