An encyclopedia article must always begin with a section that offers a basic summary of who the person is and why they might qualify to have an encyclopedia article; this lacks that, and instead just opens with purely biographical details. I can't assess this for notability at all, as the lack of a proper introduction means I can't even establish what notability claim I'm even assessing him for.
