Hi there. Sorry for the confusion. What happened was: a brand new user (with no other edits) marked the submission as being "under review". Now, personally, I think editors should take some time to get used to editing and familiarize themselves with the general principles of Wikipedia before starting to review articles. Also, I have seen a few cases where a submission gets marked as being "under review" and the editor who marks it as such forgets about it. If this happens, other reviewers will skip the article on sight and the submission may remain unreviewed for quite some time. This is why I unmarked the submission as being "under review".
