Yes, since the page is not protected, you can recreate it. The version that was deleted was merely a collection of links with no actual text. I would suggest that, in order to prevent it from being deleted while you're working on it, you start it in your user space (e.g. at User:Richardson.cand12/Shyan Selah), and then move it to the main space when it's ready. Please also have a look at WP:Notability and WP:Band to get an idea of the notability criteria. Another good page to look at is WP:Your first article.
