⟨oe⟩ pronunciation in West Frisian[edit]

Hi I heard that this letter sequence is pronounced as a single vowel as well as a diphthong. Is it able to be predicted when the vowel is pronounced as a diphthong and when isn't? Also I heard that this ⟨oe⟩ sequence can be pronounced long or short, when monothong. Is that also predictable? Check Help:IPA/West Frisian.
