Hi all, I am trying to find out if anyone knows where the term "Cess" comes from. I am talking about the railway term meaning. I knows it means the area between the head of the outermost rail and the boundary fence and includes the "Danger Zone" and the "Safe Place". Some people claim it means the access'others the run off'.
