It was false positive, an accidental match of dynamic IP addresses.

Decline reason:

The block was placed after checkuser indicated that Ronald Chien had abused a large amount of dynamic IPs, making edits similar to ones that were made using this account. Most, if not all of the IPs that shared the same UA as Ronald Chien have been at one point or are currently blocked. I'll leave the decision about unblocking in the hands of other administrators.
