Reminder to administrators: In May 2014, ArbCom adopted a procedure instructing administrators as follows: "No administrator may modify a sanction placed by another administrator without: (1) the explicit prior affirmative consent of the enforcing administrator; or (2) prior affirmative agreement for the modification at (a) AE or (b) AN or (c) ARCA (see "Important notes" [in the procedure]). Administrators modifying sanctions out of process may at the discretion of the committee be desysopped."

Eastern Europe amended[edit]

The Arbitration Committee has amended the Eastern Europe case by motion as follows:

On 11 February 2015, Coffee (talk · contribs · blocks · protections · deletions · page moves · rights · RfA) blocked an editor relying on the discretionary sanctions provisions for Eastern Europe. As a discretionary sanctions block it was out of process as the editor had not been pre-notified of discretionary sanctions for the topic. Accordingly, the prohibitions on modification do not apply and the block may be modified by any uninvolved administrator. Coffee is advised to better familiarize themselves with the discretionary sanctions provisions before using this process again.

Unblocked, but important you read the message below[edit]

Based on an inconclusive AN discussion, I'm unblocking this account. Not because you did not do anything wrong - you did - but because of a lack of consensus that an immediate indef block was appropriate, instead of an initially shorter block.

Please consider this an indication that, if you do return, you need to modify the way you operate here. It seems you may not return, so I won't waste time going into a lot of detail; I'd be happy to explain if you do return. @Helpsome: This user should have used an edit summary, but I don't think you should have started out with a level 2 warning. A level 1 general note would have been fine. Also, I think this might be considered improper use of rollback as it isn't clear-cut vandalism, and the word "Dictatorship" wasn't even added until a few days ago with this revision.
