Map help[edit]

I saw that you created a lot of the city/town dot maps for Wikipedia. Could you point me in the direction for a blank North Carolina map? Also, do you have any tips? I created this one but needless to say, it didn't come out too well. The counties have white space, and for some reason the background is black. Thanks for uploading or contributing to File:NCAward-Front.JPG. I notice the file page specifies that the file is being used under fair use but there is not a suitable explanation or rationale as to why each specific use in Wikipedia constitutes fair use. Please go to the file description page and edit it to include a fair use rationale.

The article Eric Eidsness has been proposed for deletion because of the following concern:
