Is TCP-Illinois original research?[edit]

Please check the first paragraph of Wikipedia:Autobiography to make sure that it is appropriate for you to create the TCP-Illinois page. It is a very intersting research proposal, but I'm not sure it has enough general appeal to be in Wikipedia, which does not allow articles containing "original research". Note also the sentence "If your achievements, etc., are verifiable and genuinely notable, and thus suitable for inclusion in Wikipedia, someone else will probably create an article."

(Disclaimer: I have edited the FAST TCP page, but the decision to create the page was made by people outside the FAST group after FAST got into the public media.
