The n-NPOV tag added by JohnDoeEditor was repeatedly removed by several different editors and a very lengthy set of discussions took place of the article's talk page. Several editors removed an n-NPOV tag, but it was repeatedly replaced by JohnDoeEditor, in many cases without the expected justification. The original sentence leaves the impression that the issue is removal - in fact, the issue is the reinstatement without rationale.
One of the most common reasons by reverting editors for removing the tag was a lack of justification. fine, as is
JohnDoeEditor continued to readd the n-NPOV tag although editors had requested he be specific in indicating where problematic sections of the article are in order to justify the tag. Editors requested that JohnDoeEditor should identify specific problematic sections if he desired to readd the n-NPOV tag. In most cases, the tag re-appeared without sufficient justification. Highlight the problem. The problem is NOT that JohnDoeEditor continued to readd the n-NPOV tag, the problem is that action wasn't accompanied by the requested justification.

One other point - if I were JohnDoeEditor, I might argue that the list of examples is "inflated". Only items 2,6,7,and 8 specifically ask for specifics, in the others it is at best implied.
