No content in Category:Filipinos of Iranian descent[edit]

Hello, this is a message from an automated bot. A tag has been placed on Category:Filipinos of Iranian descent, by another Wikipedia user, requesting that it be speedily deleted from Wikipedia. The tag claims that it should be speedily deleted because Category:Filipinos of Iranian descent has been empty for at least four days, and its only content has been links to parent categories. I notice the file page specifies that the file is being used under non-free content criteria, but there is not a suitable explanation or rationale as to why each specific use in Wikipedia is acceptable.
