Promising draft! The only problem I can find is that the article attempts to walk the user through what Health Data Sovereignty rather than directly getting to the point and explaining. For example in the definition section, the article talk about health, data, sovereignty, then put it all together. See WP:WBA for further information and how you can rewrite parts of the article to fix this.
