Thanks for providing the link. I am adding it in the article. The page clearly mentions that IIIT Kota is a joint venture of the Ministry of Human Resource Development, Government of India with Industries in Public-Private Partnership model. Means its setup on PPP model therefore I am adding it in Setup on Public Private Partnership by State Govenments on recommendation of MHRD list.
