I would strongly suggest reading the guide to appealing blocks. Most successful unblock requests that I've seen convince the blocking administrator that the behavior which led to the block will not be repeated.

You were just blocked for this behavior a couple weeks ago - so it may help to explain why you chose to engage in that behavior, and share your plan on what you will do to avoid it in the future.
