The text of an executive order goes in Wikisource. Here, if the order is notable, you write an article about the order, its background, its sigificance, etc. You do not create placeholders with just an external link.

When you post an order to Wikisource, make sure that you do not have lines starting with a space character. This causes the line to be rendered as <pre> text and gives terrible page widening. When you created this page, did you not notice an horizontal scroll bar at the bottom of the window?
