You appear to be stuck on the fact that the table does not list Tornado. However, the statement in the article is 100% clear and unambiguous: "A 50th is currently being built by the A1 Steam Locomotive Trust." See that: "a 50th"?

How about this statement: "However, the A1 Steam Locomotive Trust is currently building a Peppercorn A1 from new. As the 50th Peppercorn A1, it will follow the number sequence of its predecessors and be numbered 60163. It is to be named Tornado after the RAF aircraft of the same name. As of July 2007, the boiler has been fitted to the frames and completion is within sight."

Yes, the table does not list Tornado, but, as I have suggested, the fact that Tornado has not been completed is an entirely consistent explanation for this. Quting selectively from an article while ignoring contrary statements within the article suggests that you have a case of WP:IDONTHEARTHAT regarding this issue.

Thank you for not editing my essay. Your comments are welcome because they help me to explain myself better and clarify any confusions. I respectfully think you're missing my point. Tornado is the fiftieth A1 in purely engineering terms, but in purely historical terms she is not. In this case, history is far more important. In particular, Marsden categorically does not list Tornado with the original 49 engines - in fact I cannot find a source which does (and that includes the A1LST themselves).
