Just a quick question - what's up with the 'Notability' problem? Granted I'm the author of the program and the original author of the Wiki article, but it seems to be perfectly in line with the overviews of the other IRC programs. Is the 'not notable' flag really relevant?
This article actually does need quite a bit of work but I've been holding off making any major changes myself because you were still working on it and I've been incredibly busy. There are so many rules and guidelines for articles on Wikipedia that it is nearly impossible for someone who hasn't spent years working on articles to write something that meets just about everything. A number of javascript tools also make it very easy to tag articles with cleanup and 'problem' templates but many of the people who tag them aren't interested in fixing things in the articles themselves. Right now this article needs expansion and additional references. To give you a partial idea of what is needed, have a look at Reliable sources, Layout, and Manual of Style.
