I have some newbie questions.

1. When is it okay to make larger changes to an article (specifically re-arranging this table: 2013_mass_surveillance_disclosures#Disclosures into something like this: User:Troels.moller/sandbox)? If one person has uttered support in the Talk section is that enough to start changing it? Alternatively, can anyone point me to a help article explaining the normal procedure?

2. How do I go about making large changes like this in practise? It might take a few days to complete the new table, and the change shouldn't be done until the new table is ready. Is it normal procedure to make it in a sandbox? If so, which one? Other editors should be able to contribute to the proces.

Hello Troels.moller, welcome to Wikipedia! To answer your first question, I would encourage you to be bold and make the change. If someone disagrees and reverts the edit, then discuss it on the talk page. To answer your second question, since something like a new table requires a lot of formatting and can't be done bit by bit, that sort of thing should be done in a sandbox.
