Syrian Civil War and ISIL general sanctions[edit]

Please read this notification carefully:
A community decision has authorised the use of general sanctions for pages related to the Syrian Civil War and the Islamic State of Iraq and the Levant. Smith image[edit]

Hi UASR—I saw you uploaded File:IanSmithClear.jpg under a fair use licence and put it at the top of the Ian Smith article. I appreciate the initiative but I'm somewhat dubious about how this can be claimed on a non-free use rationale; we can hardly claim that our use of this image is necessary to make clear what Smith looks like, as we already have images of Smith that are public domain (see commons:Category:Ian Smith).
