I would like to report a user for conflict of interest. Do I report on the COIN page first or do I discuss my suspicions with the user?

Hi, WU00110154, generally it's best to contact the editor in question first. Often users do not know or realize they need to declare their COI. A helpful note on their talk page is much preferable than any "official notice" out of the blue telling them they've been naughty. Primefac (talk) 12:41, 4 September 2015 (UTC)[reply]
