In my experience, the best way by far to reduce edit warring is by including edit warriors of both sides in a wikiproject that has among its members some neutral people that have a mediating influence. WP:SLR reduced the occurrence of edit wars to 1/4.
However, the feature still is a neat idea. It could also be used for topic bans by referring to categories like this:
BTW, you are right about the discrepancy between vandals and edit warriors; it's not fair.
