You've done the references in the hardest way possible ;-) so I did one (#1) to show an easier way: put the actual text of the reference between <ref></ref> tags and the display program numbers them automagically and puts the reference at the end of the article. That done, though, your article relies heavily on what we call primary sources - that is, you use the water plan itself as a reference. WP prefers secondary sources, which means things that have been written about the plan by others. You should find more secondary sources, and use primary sources less. The National Geographic article is a secondary source, as an example.

OK, good. You've now got the references coded in a more efficient way. However, you didn't do the other part of the decline reason, which was that you have only primary sources. The water plan gets ample covered in the San Francisco Chronicle, and I presume also the Sacramento Bee and LA Times. These are the kinds of sources you need to use to build the article. The article has to include all points of view, including those who opposed the plan - just doing a summary of the plan isn't encyclopedic. You need to cover all aspects.
