Please familiarize yourself with Wikipedia:Reliable sources (abbr. WP:RS.) The quality of the author and publisher matters (eg. expertise of the author, editorial oversight of the publisher, etc.)

Let's use your example of CSIS and Sutton. CSIS is - from what I can gather - generally regarded as a reputable source (estalbished professional think tank, etc.); Sutton has a prior history of writing about military hardware, which in itself does not matter (anyone can have their own website or blog, as they do.) Notably, Sutton has been published by organizations that are genreally considered reputable (quick Googling shows USNI, The Diplomat) and that reflects well on Sutton's work - so far as the stuff published in those sort of sources are concerned.

So the combination of CSIS and Sutton may be considered more than acceptable as far as WP:RS is concerned.

litenews.hk and William Lam? What is their reputation? What makes them a reputable source? litenews.hk seems more like just another glorified new aggregation site and blog, providing an outlet for enthusiasts like Lam. Hence my comment that it's a publisher of no particular note, and an author of no particular note (i.e. likely not sufficient under WP:RS.)

Sooner of later (if it hasn't started already) reputable sources will update their estimates, at which point it will be quite proper to update the article - and the reference. For your additions to the specifications section for the WS-10 and WS-15, please use individual references for each piece of data. When there's more than one source/reference, placing all the references in the ref property makes it very difficult to verify the data. WS-10[edit]

At the very least, you should fill out citation to the video; add the title of that part of the news report and find out when it broadcast so you can fix the date. Ideally, you should also provide a transcript of the relevant part for accessibility; use the Template:Cite_AV_media#Quote properties of the template.

Frankly, it's not a matter of whether the PLAAF knows. Of course they know. The question is whether they are reporting reliably; that is not obvious. Hence the use of Janes, which is generally considered reliable; it has the added advantage in that secondary sources are preferred over primary sources (WP:PST).
