Tagging a copyright problem on commons[edit]

This file:

....claims to be "own work". But this file

https://commons.wikimedia.org/wiki/File:Makedonska_opozicija.jpg

...has an OTRS ticket confirming that the file is copyrighted by "Medija centar Beograd", which gave us permission to use it with attribution.
