UK kids' educational TV show circa 1990[edit]

When I was a kid there was an educational tv show that we used to watch at school sometimes. It was set in a library. There was a female librarian and lots of kids about my age and (here's what will nail it) a little blue floating man who I'm sure was called Fred. There was some attempt to help viewers learn how to spell with the help of a "magic pen" where you had to follow its movements.

Now all the research I've done trying to find this comes up with a tv show called Words and Pictures with a male presenter and a puppet called Charlie. It's not that because I distinctly remember being amazed by the little blue man(I was about 6 at the time).

Please can anyone find out what this was and, if possible, post a link to a picture so I can put to rest the vague worry that I hallucinated an entire tv series.
