Penalty_shoot-out_(association_football)#Development says "The first major international tournament to be decided by a penalty shoot-out was the 1976 European Championship" so presumably the European cup itself introduced the procedure later.--Phil Holmes (talk) 15:42, 7 March 2020 (UTC)[reply]

Ignore my last post. "Although shoot-outs had been a staple of UEFA competitions since 1970, penalties were not used to decide a title in those days. So for the first -- and, as it would turn out, the last -- time, a European Cup final went to a replay". See Bayern Munich's historic 1974 win over Atletico began their dominant era.
